Mr Obama, who took office in January, has made it clear that he does not believe in a "blacklist"—even if it leads to a broad range of lethal weapons being shared, including assault rifle rounds for training and sniper rifles.
But that seems to be a new approach given that a bipartisan task force led by Vice President Joe Biden is working to create a permanent blacklist of assault rifles and assault-style devices, and have expressed concern that an unclassified national directive could trigger a potential violation of the NDA.
The National Shooting Sports Foundation, a firearms lobby group in Washington, is also backing off its recommendation to create a new gun-safety commission to protect hunters. As a result of that report, the gun-rights movement is pushing back on an NDA, and a petition is on the Web and Twitter that calls for a federal commission.
"In the face of a mass shooting it would be irresponsible to allow criminals to get away with such heinous actions, and is irresponsible to allow us to continue trying to make common cause," said NCSF President and CEO Patrick Soderbergh in a statement.
